Skyline Community Action Program (CAP)
Purpose: Skyline CAP, Inc is a non profit community action agency designated as such by Orange, Madison and Greene County governments to act as a catalyst for helping to reduce the effects and causes of poverty in its service areas. It’s mission is to “provide a hand up to those in need through actions that promote self sufficiency”. Skyline CAP does so by providing programs and services that assist in crisis situations with emergency assistance, programs that enable individuals and families to move into self sufficiency through job counseling and budget counseling and providing education programs such as Head Start pre-school programs in six counties; provides housing programs including emergency home repair and Rental Assistance Vouchers through HUD’s rental assistance program (formerly Section 8 rental assistance), and other services that help to move families forward.
Number of Members: Skyline CAP has an all volunteer tripartite board of directors structure that is designed to promote the participation of the entire community to accomplish its goals and mission. Representatives from Orange, Madison and Greene Counties make up the Board. Six from each county including representatives of the low income; representatives of private businesses; and representatives of county elected officials (18 seats in all). Only representative of Elected Officials serve co-extensively with the Board of Supervisors.
Length of Terms: Directors can serve up to 5 years and elected officials serve co-extensively with the term of office. Directors can sit out for one year and come back to serve if she desires to continue her service.
Date/Time/Location of Meetings: Meetings are scheduled on the fourth Monday of each month except in July and December. Meetings are held in the Madison County Department of Social Services and other sites as determined by its directors/members. Meetings start at 7:30 p.m. with committee meetings at 7:00 p.m.
Compensation: Board of Directors are not compensated in any manner and receives training to assure compliance with guidelines and regulations for volunteering services.
