Press Release - Orange County Broadband Authority Hires Program Manager

The Orange County Broadband Authority is pleased to announce its employment of S. Lewis Foster as Broadband Program Manager.

In a unanimous decision on March 26, 2019, the Broadband Authority hired Foster as its full-time Broadband Program Manager to implement the County’s Rural Broadband Initiative.

Foster brings over eight years of direct experience deploying a similar program for the Columbia County Broadband Utility (C³BU) in Columbia County, Georgia. As Broadband Manager for C³BU, Foster planned, coordinated, and directed the startup and ongoing operation of the utility. His duties included formulating policies, acquiring equipment and services, network construction and expansion, forecasting revenues and expenses, and meeting operational challenges. “The Orange County Broadband Authority is excited to have Mr. Foster join our team,” Jim White, Chairman of the Broadband Authority noted. “He brings many years of broadband deployment experience in both fiber and wireless technologies.”

Foster said he is privileged to have the opportunity to serve Orange County and to continue his commitment to bring world class broadband access to rural businesses and consumers.
